The former What A Girl Wants star, 40, was spotted in a sheer gray miniskirt which clearly outlined her bright green underwear underneath.
Bynes, who recently purchased a $160,000 Range Rover, paired the revealing garment with a loose white button-down blousenavy blue crew socks and pink sneakers.
She wore her usual heavily inked black eyebrows and a neutral-toned lip color along with green-hued nails.
Bynes’ boyfriend, Zachary Khan, 40, was nowhere to be seen, and she seemed to be in her own world, walking her toned legs down the sidewalk and talking on her cell phone as she headed to the neighborhood Starbucks for her favorite java.
The outing comes in the wake of Bynes’ emotional response to the death of fellow child star Hayden Panettiere last month.

Panettiere, who was 36, was found dead on August 16 of a suspected overdose at an Airbnb in Greenville, South Carolina, where she had traveled with her short-term boyfriend Brian Hickerson, a native of the state.
Hickerson was at the scene with his brother Zachary when she was pronounced dead, according to a heavily redacted police report, and her autopsy found “no signs of trauma” that “would have contributed to death.”
The relationship was volatile almost from the start in 2018, with the actor arrested multiple times for domestic violence against the actress, who herself had been dealing with alcohol and opioid addiction and postpartum depression, leading to rehab stays in 2015, 2016 and again in 2020.
Panettiere’s sudden death came as a shock to fans, family and friends in the entertainment industry, including Bynes.
Bynes shared a short tribute to Panettiere on LinkedIn on August 17, writing: “Life can hit you hard and fast. What a terrible situation.’
Her post was accompanied by screenshots from a previous interview in which Panettiere had discussed the pressure and unrealistic expectations that come with growing up in the Hollywood spotlight.
When a commenter reminded her to “please be kind,” Bynes responded, “I just said… glass houses.”
