A Georgia school administrator has been charged with sex crimes after she “raped” a student and gave alcohol to others during a Halloween party.

Rachelle Louise Terry, 43, is charged with ten counts of giving alcohol to minors during a Halloween party this year and having a sexual relationship with one of the students.

Terry is the Director of Enrollment, Data Collection and Federal Programs for the Murray County School System in Georgia. He is paid around $110,000 a year and has been in the position for around 22 years.

She turned herself in and was arrested on Wednesday, November 23. Since then, she has been held in the Murray County Jail, according to the Georgia Bureau of Investigation.

The age of consent in Georgia is 16; any child under that age cannot give consent. The age of the students involved in his case is unknown.

Terry, who works for the Murray County School System, is paid about $110,000 a year.

An investigation began Nov. 9 when Sheriff Jimmy Davenport received a report of minors receiving alcohol at a Halloween party, The Dalton Daily Citizen reported.

Davenport told the local newspaper that he was contacted by Murray County Schools Superintendent Steve Loughridge about the party after a parent filed a complaint.

Terry turned himself in on five counts of purchasing alcoholic beverages for minors and five counts of contributing to the delinquency of a minor.

Terry lives in Chatsworth, Georgia.  It is not clear where the party was held or where she is accused of administering the alcohol.

The party was investigated after a parent filed a complaint, Sheriff Jimmy Davenport said.

To avoid potential conflicts of interest, the case was turned over to the Conasauga District Attorney’s Office, Davenport told the Daily Citizen.

She “was placed on administrative leave with pay, returning from Thanksgiving break and prior to her arrest Wednesday night,” said Derichia Lynch, communications coordinator for Murray County Schools.

“Because she is under contract, her leave must be paid until a hearing can be held,” he added.

Conasauga DA Bert Poston confirmed that his office handled the party investigation.

“Sheriff Davenport asked me to lead, so my investigator in Murray County conducted that investigation and took those charges,” he said.

“The GBI will not go into investigating misdemeanor charges in those circumstances, so we agreed to take a look at it after the initial complaint came through.”
