Outrage over clip of black girl, 13, handcuffed by cops… but police report tells a very different story

Police were condemned for handcuffing a young black girl after a fight with a white woman… but an eyewitness says the girl was violent without any provocation.

The incident happened on October 12 in Baltimore and has since sparked outrage online, with many saying it was an example of racism and unfair treatment.

But an arrest report obtained by DailyMail.com shows that an eyewitness claims the girl – believed to be 13 years old – launched an unprovoked and violent attack on the woman.

She did this while a loud crowd cheered her on, it is claimed.

A video after the altercation ended showed onlookers shouting at police and supporting the girl.

But an incident report from DailyMail.com shows police arrived on the scene, near the water at 301 Light St, to find the juvenile “with her entire body on top of the adult female.”

According to the report, the little girl was seen hitting the blonde woman and pulling her hair.

The woman told authorities that the little girl approached her while she was running and said, “I’ll fuck you.”

Meanwhile, the blonde woman (center), who was also reportedly involved in the altercation, was not handcuffed and spoke freely with an officer.

‘[The woman] told the juvenile that she would defend herself and hit her back,” the report said.

She told officers that her $200 sunglasses were broken during the fight, but refused medical attention.

Meanwhile, the reporter said he tried to stop the young girl in an attempt to get her version of events, but she “kept running away.”

He and another detective have been posted [the juvenile] in handcuffs to prevent escape and investigate the incident.”

The girl eventually told officers that she was walking next to the other woman and waving her hands in the air, when the woman “said something to her and held her phone in her face,” prompting the young girl to lash out.

The little girl suffered a small scratch on her upper lip.

Officers called the teen’s 33-year-old mother, who said she was “unable to arrive on scene and take custody,” but asked authorities to take her daughter home.

A witness later told officers that she saw the whole story unfold. The witness reported hearing the young girl tell the woman to “move her phone or she would beat her up.”

The witness also reported seeing the teen hit [the victim] so loud that she could hear the impact.

The little girl, wearing blue sweatpants, a black sweater and bandana, rubbed her elbow and appeared to be inspecting her wrists when an officer finally removed the handcuffs about six minutes after the video of the incident began.

‘She observed [the juvenile] put down [the woman] in a choke hold… punching and kicking her,” the report said.

The person who filmed the incident, known by his TikTok username CongoLarry, urged the girl not to speak to officers until her mother arrived.

“Baby girl, don’t talk to them. Wait until your mother gets there and don’t say anything to them,” he said.

The girl, wearing blue sweatpants, a black sweater and bandana, rubbed her elbow and appeared to be inspecting her wrists when an officer finally removed the handcuffs about six minutes after the video of the incident began.

She avoided eye contact with any of the officers who tried to talk to her.

Once the handcuffs were removed, she was seen taking a tentative step away from him, prompting him to take two steps closer.

Under Maryland law, officers are not allowed to question children without the presence of an attorney or until a parent has been notified.

The Child Interrogation Protection Act took effect in 2022 and has created frustration within the ranks of law enforcement, making it more difficult to investigate minors.

Petitions are underway to overturn the law.

The girl picked up her phone and called a boy who had been watching from a distance. The duo spoke briefly before the girl called.

About a dozen officers remained on scene.
