The actress, 47, covered up her costume as she left her caravan in a green quilted jacket, and with headphones in one ear, she prepared before going into character.
The cast, including Belgian actor Matthias Schoenaerts, was seen filming scenes for HBO’s upcoming miniseries in the city’s botanical gardens.
Kate stars as the chancellor of a fictional Central European autocracy, facing domestic unrest that threatens its grip on power.
Hugh Grant will also appear in the series as the Liberal leader of the Chancellor’s political opposition.

The actor, 62, was not seen on set on Wednesday, but there seemed to be plenty going on as a huge team of extras helped create the outdoor scenes.
Despite her costume being covered by the coat to keep warm, Kate’s makeup and hair were glamorous.
Her blonde locks were braided with a floral crown on top of her head.
Kate was listening to something on her phone as she stepped out of her caravan to join the cast filming the festivities, carrying gold urn props and a fruit table to create grandeur.
In February, HBO released the first image of a stern-looking Kate in a government room.
The series is produced by the producers of Succession and The Queen’s director, Stephen Frears, and they recently changed the title from The Palace to The Regime.
In addition to starring in the series, Winslet serves as one of the executive producers.

She continued, “The idea of Kate Winslet and Stephen Frears, two of the leading figures in our industry, who – remarkably – have never worked together before, join forces to bring to life Will Tracy’s wildly original, prescient and dazzling scripts at HBO is a dream come true for us.’
Filming began in January, which is why an anticipated premiere date for the series has not yet been released.
Winslet previously starred in HBO’s limited series Mare of Easttown, and she received the Primetime Emmy Award for Outstanding Lead Actress in a Limited Series or Anthology Series or Movie for her work on the project.
The actress will also appear in another limited series for the network, which will be an adaptation of Hernan Diaz’s 2022 novel Trust.
