The House on Friday passed an emergency funding measure to keep the government going until December 16, preventing a government shutdown before the midnight deadline.

The lingering resolution found its way through the House of Representatives 230-201 in a largely partisan vote. The Senate passed the bill by a large bipartisan majority on Thursday and it now goes to President Biden’s desk.

The ongoing resolution (CR) largely finances the government at current levels and fuels debate on the longer-term bill on its way to post-midterms, but does include an additional $1 billion to help lower-income families. with heating bills.

The House GOP had slammed the bill, calling on members to vote no over further funding from Ukraine and lack of funding for border security. Believing Democrats will lose one or both chambers, some Republicans, mostly from the Freedom Caucus, have also said they don’t want to give them a chance to pass a year-long funding bill during the ‘lame duck’ session between midterms and Congress next session.

Ten Republicans voted in favor of the measure: Adam Kinzinger, Illinois, Garrett Graves, La., Steve Womack, Ark., Chris Jacobs, NY, Hal Rogers, Ky., Fred Upton, Mich., Anthony Gonzalez, Ohio, Brian Fitzpatrick, NY , and Patrick McHenry, NC

Ukraine’s $12.4 billion funding includes $7.8 billion in combined direct and indirect military aid, $4.5 billion for economic stabilization and $35 million to secure nuclear materials in Ukraine.

Total US aid to Ukraine since the invasion will now be about $66 billion.

The bill includes an additional $18.8 billion for natural disasters through FEMA’s disaster fund, including wildfires in the west, floods in Kentucky and hurricanes in the southeast.

Outside of the deal was Senator Joe Manchin’s pipeline allowing legislation. The West Virginia Democrat asked Schumer to leave it out of the CR after Republicans labeled it a “political payback” and progressives opposed it as a boon to the fossil fuel industry.

As the deadline approached, Schumer removed the language from the permit, which would have required 60 yes votes to pass.

House members now follow senators home to their districts. Both chambers will not sit until after the midterms, November 15.
