A man on parole for child abuse was allowed to live next door to a children’s playground, where he is accused of filming himself raping a 14-year-old girl in a public restroom.
Billy Smith, 46, has been charged with multiple child abuse charges, including abusive sexual intercourse with children under the age of 16, using a child over the age of 14 to create child abuse material, and producing child abuse material.
Smith is said to have taken the cognitively impaired girl to a toilet block and sexually assaulted her between 7:30 and 8:30 a.m. Monday at Pole Depot Park in Penshurst in southern Sydney.
Police launched a manhunt to find him after the girl reported the alleged assault.
Smith is a registered sex offender and was on probation for similar offenses at the time of the alleged crime.

He had been released from prison in May, but was allowed to live in a housing block next to a nursery and children’s park where the attack allegedly took place, court documents show.
Police visited the park shortly after the girl filed the report, set a crime scene and arrested Smith at his department around 5 p.m. Monday.
NSW Police released a photo on Tuesday showing Smith wearing high-profile work clothes and handcuffs as he is led away by officers.
Detectives allege that Smith not only raped the teen, but filmed the alleged attack.

Smith is said to have taken the girl to the toilet block in the park (pictured), where detectives claim he not only raped her, but filmed the alleged attack.
He was taken to Kogarah Police Station and also charged with violating a parole prohibition order.
Smith spent the night in custody and appeared before Sutherland’s local court on Tuesday, where he was formally denied bail.
He will remain behind bars until his next appearance in Downing Center local court on October 26.
