It is unclear why Kelley was in Alabama, as a Tennessee resident, and whether she was inside or outside the vehicle during the time of indecent exposure.

The police saw a car with two occupants parked there for a long time.

Noticing that the car had an improperly installed license plate dangling from a single screw, detectives approached the car and found Kelley in the driver’s seat and a man, Richard Wilcutt, in the passenger seat, according to arrest affidavits.

During the interrogation, a concerned citizen presented police with a bag they had seen someone throw from the passenger side of the car, containing a shredded box of pseudoephedrine and a receipt for Coleman fuel.

Both were arrested and charged with promoting the production of meth, but Kelley later pleaded guilty to the lesser charge of possession of meth.
