Harris was wearing a black coat, and a member of the army’s old guard who guards the grave held an umbrella over her during the wreath-laying ceremony.
She acted for President Joe Biden, who is in Egypt as part of a six-day overseas trip.
After laying the wreath, Harris stepped back and paused for a moment of reflection.
