It assigned the lowest scores to counties that tax citizens no matter where they live, such as the United States, and gave countries that allow citizens to move to avoid tax scores of 20 to 30, countries that don’t scores of 40. they tax foreign income and scores of 40 to countries with zero tax scores of 50.

Those that strictly prohibit dual citizenship, such as China, received a score of 10, while those that allow naturalization received a score of 50.
