Two teens arrested for breaking into Secret Service vehicle outside Naomi Biden’s home: Man, 19, behind bars for ‘stealing $1,000 worth of equipment’ after fleeing when officers opened fire

A 19-year-old and a 14-year-old were arrested in connection with the burglary of a Secret Service vehicle used by agents guarding Naomi Biden, President Joe Biden’s eldest grandchild.
Robert Kemp, a Washington resident, was charged in early February after investigators recovered the sedan Kemp allegedly used as his means of escape in the burglary.
In November, agents opened fire after suspects tried to break into an unmarked Secret Service vehicle outside Naomi Biden’s Georgetown home.
Kemp’s criminal complaint states that Secret Service agents said they saw a red sedan pull up to a Secret Service limousine used for members of the first family on Nov. 12.
A D.C. police officer later found the getaway car, a stolen red Toyota Corolla, abandoned in Washington’s 16th Street Heights neighborhood.
Inside were items recovered from the Secret Service vehicle, including a protective vest, night vision goggles, a first aid bag and a computer router. It is estimated that they are worth at least $1,000.
A McDonald’s bag and a food stamp were also found; the court’s complaint states. Fingerprints of the two suspects were found on the McDonald’s items.
The fingerprints on the items led to the arrests.

Kemp was charged with unauthorized use of a vehicle related to the Corolla and theft related to items taken from the Secret Service vehicle.
When the burglary occurred, one of the officers observed “a black male, with legs hanging out of the broken driver’s side rear window” of the Secret Service’s black Ford Expedition, the complaint said.
As the officer called for police, the suspect fled in the sedan, “almost hitting” one of the officers, who fired his weapon.
Kemp was arrested on February 7 and is released on bail. He will appear in court on February 29 for a preliminary hearing.
The 14-year-old was arrested Friday and charged with three counts of armed carjacking.
It is alleged he was also a member of the group that robbed three drivers of their vehicles at gunpoint in Northwest Washington in mid-January and early February.
A police spokesman told the Washington Post that the boy was later linked to the burglary of the Secret Service vehicle. He was charged as a juvenile and his name was not released.
The affidavit says the 14-year-old was wearing a court-ordered GPS tracking device that placed him in the area of the Nov. 12 Georgetown burglary.

Naomi Biden is the daughter of Hunter Biden and his first wife Kathleen Buhle. As President Biden’s eldest grandchild, she receives Secret Service protection as a direct member of the first family.
She lives in Washington DC with her husband Peter Neal and works at the law firm Arnold and Porter.
It is unclear whether Naomi Biden heard the shooting, but she was subsequently informed of the incident, sources told ABC News.
Washington has seen a significant increase in carjackings and auto thefts this year. The police reported more than 750 carjackings and more than 6,000 reports of stolen vehicles in the district in 2023.
Government officials are in danger.
Rep. Henry Cuellar of Texas was carjacked near the Capitol in October by three armed assailants, who stole his car but did not physically harm him.
Additionally, violent crime in Washington is also up this year, up more than 40% compared to last year.
Early last year, Rep. Angie Craig of Minnesota was attacked in her apartment building, suffering bruises while escaping serious injury.
