The England international has just one year left on his current contract at Tottenham Hotspur Stadium, and Spurs would be unwilling to let him go on loan in the final 12 months of his contract.
Since joining Tottenham in 2014, Dier has made 361 appearances for the club.
Dier was also part of Mauricio Pochettino’s Spurs side that reached the final of the 2019 Champions League final, appearing as a second-half substitute in Madrid as they were beaten by Liverpool.
In addition to Dier, Tottenham also want to replace Sergio Reguilon, Davinson Sanchez and Giovani Lo Celso before the transfer window closes.
