Tottenham made a verbal offer of up to £40 million, including add-ons for Chelsea midfielder Conor Gallagher.
The offer is £5 million less than Chelsea’s £45 million valuation for the 23-year-old.
As Mail Sport reported yesterday, the England international is considering his future after Chelsea signed Cole Palmer, Moises Caicedo and Romeo Lavia as midfield positions.
Gallagher captained Chelsea against AFC Wimbledon and would prefer to stay if he continues to get regular time, but he is realistic about his chances.

Tottenham have to sack players before they are likely to bid and their immediate focus is on signing Brennan Johnson from Nottingham Forest amid competition from Brentford.
However, it is likely that Pierre Emile Hojbjerg and Tanguy Ndombele will leave today.
Spurs have a bid from Fulham for Hojbjerg on the table, plus loan offers from Atletico Madrid and Galatasaray. Ndombele has interest from Inter Milan.
Tottenham have also rejected a £20 million bid for Bournemouth defender Lloyd Kelly.
The 24-year-old is out of contract this summer and is likely to complete his contract before exploring opportunities abroad.
