The American world number one had a -19 lead and had to wait in suspense for the Briton to complete his round.
Fleetwood, 33, was tied with Scheffler with just two holes to go but misjudged a chip to the 17th hole and ended up with a bogey.
The medal at Golf National joins two Ryder Cup winners’ medals and seven Tour victories as the Englishman’s career goes from strength to strength.
But the last-minute disappointment is reminiscent of painful second-place finishes at the 2018 US Open and the 2019 US PGA Championship.
