The UP government issues guidelines for the Education Service Selection Commission
The Uttar Pradesh government led by Chief Minister Yogi Adityanath has released a notification regarding the rules of the Uttar Pradesh Education Service Selection Commission (UPESSC), which is responsible for teacher recruitment in the state.
According to an official press release, the rules state that for the recruitment process of teachers and instructors, it will be mandatory to give minimum 40 percent marks to the candidates who are invited for interview on the basis of written examination. However, they can receive a maximum of 90 percent of the marks for the interview.
This committee will conduct examinations for the recruitment of instructors of primary, secondary and higher education as well as vocational education and teachers of aided minority schools in the state, the press release said.
Of the successful candidates for the written examination, if necessary, the number of candidates to be interviewed per day in one board and the number of board examinations to be held each day will be determined by the board of examiners.
In addition, the number of candidates invited for interviews among the successful candidates for the written examination will be three to five times the number of vacancies (as deemed appropriate by the Commission). All candidates who achieve the final grades (cutoff) will be invited for an interview.
For the posts of lecturer or instructor where interviews are required, the committee will release a merit list by combining the marks obtained in the written examination and the interview. In cases where only a written exam is conducted, the commission will prepare a merit panel based solely on the marks obtained in the written exam, the commission said.
If the merits of more than one candidate are equal, first preference will be given to the marks obtained in the written examination. If the marks on the written exam are also equal, the marks obtained during the interview will be taken into account. If both marks are equal, the maximum eligibility percentage (JRF, NET, PhD) is taken into account, and if they are still equal, the postgraduate scores are finally taken into account.
If the percentages for the written exam, interview and compulsory eligibility are the same, priority will be given to the candidate with higher age, the release said.
If the candidate selected by the Commission cannot take up the post in the assigned organization due to erroneous recruitment, the appointment of a dependent of an employee who died in service, or an order of the High Court or the Supreme Court, or post termination of employment, a separate process will be followed for its replacement.
The selected candidate must submit his application to the Director, stating the reasons for not accepting responsibility.
After conducting a thorough examination of the candidate's application, the Director will prepare a recommendation report to the Commission for the adjustment of the selected candidate and will hold the institution or appointing authority liable for sending the incorrect application.
Based on the report and recommendation of the director, the Commission will adjust the selected candidate, the release said.
