Authorities were first alerted to the alleged scheme after Surrell shared the so-called “hit list” with someone else.
According to KCRG, Surrell had a phone conversation with a person she advised about the “hit list.”
She is also said to have shared her alleged 'hit list' in Snapchat messages.
Authorities say the list included people she had bad encounters with and had a motive to harm them.
The complaint states: “The list included other students and employees enrolled in the Sidney Community School District. Other people on the list are people she has had bad encounters with and has a motive to harm them.”

Officials say the teen is being held on a $5,000 bond.
It is unclear if Surrell has entered a plea at this time.
