Shocking new video shows a Rand Paul employee being stabbed as he walks down the street in Washington DC

New footage has shown the horrific moment when Senator Rand Paul’s staffer was brutally stabbed in the street by a man who had just been released from prison.

Phillip Todd was randomly pushed to the ground and stabbed multiple times in broad daylight on a sidewalk in Washington DC on March 25.

Todd, the chief economist on the Senate Homeland Security and Government Affairs Committee, was left with a fractured skull, a punctured lung and multiple life-threatening wounds.

Police arrested and charged suspect, Glynn Neal, 42, a DC resident, with assault with intent to kill in the aftermath of the brutal attack five months ago.

Todd – who is wearing a light-colored jacket – is pushed to the ground by Neal, as he tries to defend himself against the man stabbing him.

During the ordeal, Todd’s legs can be seen flailing desperately in the air as someone shouts “what the f**k”.

Another person then jumped on the hooded attacker, allowing Todd to free himself.

The staffer then briefly attempted to attack Neal by jumping on him, before running off.

No words were exchanged between Todd and his attacker before he suffered deep knife wounds to his head, police said at the time.

A bloodied weapon was also found at the scene.

Records show that Neal was released from prison a day before the attack after serving nearly 12 years behind bars for forcing two North Carolina women into prostitution through threats, a premeditated charge.

Senator Paul released a statement shortly after the Metropolitan Police said in a press release that Neal had been charged. Neal’s motive in the stabbing remains unclear.

Todd was transported to a local hospital for treatment of life-threatening injuries.

The senator’s statement read: “Last weekend, a member of my staff was brutally assaulted in broad daylight in Washington, DC. and police for their diligent actions.

“We are relieved that the suspect has been apprehended. At this point, we would ask for privacy so everyone can focus on healing and recovery.”

Todd’s parents said in a statement in March: “As the parents of Phillip Todd, we would like to provide an update on our son’s condition, which will hopefully answer many of the questions we have received.

“In return, we ask that our privacy and the privacy of our extended family be respected so that we can focus on our son’s recovery.

He was randomly and brutally attacked by a person armed with a knife, who, according to the police report, tried to kill him.

“The intervention of our son’s friend helped prevent the wounds from being fatal. Our son is in a stable condition and has undergone trauma surgery to address the wounds in his body.

He also has a skull fracture, which will be treated with non-invasive neurosurgery.

“He is expected to make a full recovery due to his young age and good health. Our son and our family draw strength from our faith to help us through this difficult time.

“Phillip is conscious and alert and has repeatedly said, ‘The joy of the Lord is my strength’ (Nehemiah 8:10).”

A police report said the victim was walking down the street – the 1300 block of H Street – when a man ‘hiding in a corner’ jumped out and stabbed him several times before the victim was able to grab the suspect’s arms as a another person tackled the suspect to the ground.

The attack is believed to be the second to affect a member of Congress or a congressional staff member this year.

Earlier this year, Representative Angie Craig said a man punched her in the face and tried to grab her neck in an elevator at her apartment building.

Craig said she threw hot coffee at her attacker before he fled. The congressman suffered bruises, but was otherwise fine.
