Rosie O’Donnell’s daughter arrested for child neglect after baby found near meth pipe

Rosie O’Donnell’s eldest daughter, Chelsea Belle O’Donnell, has been arrested and charged with child neglect after police found her 11-month-old baby in a house full of meth pipes, feces and trash.

Chelsea, 27, was charged with four felony counts of maintaining a drug trafficking operation, child neglect, possession of methamphetamine and possession of THC after police were called to her home in Marinette, Wisconsin, on September 10.

Court documents seen by In touch also reveal how prosecutors from the Marinette County Sheriff’s Office charged her with two felonies, including disorderly conduct and possession of illegally obtained prescription drugs.

Officers were called to the house by Chelsea herself, with the operator reporting that she heard an argument in the background with a woman telling someone to ‘go away’.

When police arrived on the scene, she tried to downplay what had happened, insisting that everything was fine, before admitting that she and her boyfriend Jacob Nelund had gotten into an argument.

“I tried to ask her more questions and you could tell Chelsea wasn’t being honest at all. This was a repeat of what happened a few weeks earlier when I was at her home for a similar incident,” police wrote in their report.

When officers investigated further, they found a meth pipe with residue in it.

It saw police holding Chelsea as police went to check on her baby, named Atlas.

Chelsea was arrested and later released on bail.

While in the patrol car, Chelsea admitted to having what police described as a bottle-like container and a clear plastic bag containing some white pills in her bra.

“The black bottle contained a white, crystal-like substance that I know to be meth,” the report said. Police said Chelsea had 18 grams of meth.

Both Chelsea and Jacob’s pupils were dilated and unresponsive to a flashlight shined in their eyes, indicating to law enforcement that they had likely used recreational drugs.

‘His facial features were sunken and he was missing some teeth. His muscle tone was very stiff and it seemed like he was straining even though he wasn’t. I asked him what other drugs he was taking today and he said he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes. I have observed this type of impairment before in someone who had smoked meth,” the police officer wrote, according to the report seen by In touch.

Police described the filthy scene that greeted them when they ventured into the house with rotting food and dirty and moldy dishes everywhere.

‘The inside of the house was disgusting [with] “milk that smelled so bad it almost made me puke, dirty diapers, used feminine hygiene products, unclean underwear with feces and blood stains, and used razor blades on the floor,” the report details.

Police then found a used meth pipe in Chelsea and Jacob’s first-floor bedroom.

The shocking scenes unfolded throughout the house, with a box of hypodermic needles also found in the children’s room.

“Some of the needles had been used and had dried blood in them. I know that drug users often use these types of urges to inject or ‘pop’ meth into their arms,” the officer wrote in his report.

A second officer also described a similar scene with old rotting fruit, “trash, random tools and butane bottles littering the ground, all mixed in with the clothing of [the child].’

Officers also found a meth bong and a meth pipe “that a small child could have easily grabbed.”

‘Under a baby’s crib I found a black and silver digital scale, some used gemstone bags with white residue, and a sharps container with more used and unused hypodermic needles. In a pile of clothes I found a straw that had been cut and burned,” the report continued.

An officer described Chelsea was ‘sweating profusely’ and was very nervous during the time police were on the scene.

‘It seemed that Jacob and Chelsea were more concerned with their drug addiction than with supplying it [the baby] with a safe and clean environment,” police wrote.

During their search, police also found evidence indicating drug dealing had occurred in the home and a meth cooking facility was present.

In a second incident last week, on October 11, police stopped Chelsea while she was driving.

She was arrested again after police found a meth pipe on her, along with pills including Oxycodone. Morphine sulfate pills and Hydrocodone stuffed into her bra.

For that incident, she was charged with three felonies: possession of meth, bail jumping and possession of narcotics.

She will appear in court next month for a hearing to hear both cases.

Chelsea was adopted by her co-wife Kelli Carpenter when she was just a baby, but moved out of the family home in 2016 at the age of 18. The family was pictured 14 years ago in 2010 and includes their children Vivienne, Kelli, Chelsea , Blake and Parker

Chelsea was adopted by her co-wife Kelli Carpenter when she was just a baby, but moved out of the family home in 2016 at the age of 18.

“Chelsea is mentally ill,” Rosie told the Daily Mail in 2017. ‘[She] has been in and out of hospitals most of her life. Born addicted to heroin. She has come a long way. She is very sick. She is incapable of truth or reason.”

After Chelsea left Rosie’s home at the age of 18, she moved to Wisconsin to live near her birth mother.

She now has four children: daughter Skylar Rose, five, Riley, three, Avery Lynn, two, and Atlas, who just turned one.
