Mail Sport understands the Gunners’ offer was similar to Nottingham Forest owner Evangelos Marinakis’ deal to take charge of his football portfolio, which includes Olympiacos and Rio Ave.
There are indications that Forest have offered to triple Edu’s salary at Arsenal, which is believed to be between £2m and £3m a year.
Crucially, Marinakis is not the only multi-club supremo interested in securing Edu’s services.
And while he is eligible for a significant salary increase at his next job, Edu is attracted to the global roles he is eligible for.

Discussions are believed to have been positive, with Edu, 46, expected to take on the role within the Greek businessman’s multi-club model.
The challenge of having a comprehensive role in controlling numerous clubs is a prospect that Edu has discussed in recent months and the opportunity to take his first steps in such a position was too tempting to turn down.
In a statement confirming his dismissal, the club thanked the former midfielder for his role in their ‘renewed football strategy’ and ‘moving the club forward’.
Edu said: ‘This was an incredibly difficult decision to make. Arsenal have given me the opportunity to work with so many great people and the opportunity to be part of something so special in the club’s history. It has been a special journey and I thank Stan, Josh, Tim and Lord Harris for the support they have given me.
‘I have enjoyed working with so many great colleagues across our men’s, women’s and academy teams, especially Mikel, who has become a great friend.
‘Now it’s time for another challenge. Arsenal will always remain in my heart. I wish the club and its supporters only good things and all the best.’
Co-chairman Josh Kroenke added: ‘We respect Edu’s decision and thank him for his enormous contribution and dedication to moving the club forward.
