The video showed the man – later identified as Blackwell – yelling at the occupants of another vehicle before appearing to deliberately ram into the victims’ ride.
Seconds later, Blackwell lost control of his Jeep and crashed into a wall on the side of the highway.
The video was shot on Interstate Highway 880 near Hegenberger Road in Oakland, CHP said.
“At one point during the video, it appeared that the driver deliberately attempted to ram the victim’s vehicle before losing control and crashing into a wall on the right shoulder of the highway,” CHP said in a statement.

A search of California’s Megan’s Law database revealed that Blackwell is a convicted sex offender, which the Alameda County Sheriff’s Office confirmed to KRON.
Blackwell was working as a “furniture repairman who outsourced his services to department stores” in December 2000 and had a criminal record of drug use and burglary when he was first arrested for sex crimes, the Oakland Tribune reported.
Police were investigating Blackwell because they believed he was stalking a 19-year-old woman and making “obscene phone calls” to her home.
They then discovered that he was in possession of videotapes showing child sexual abuse.
Blackwell was convicted in 2001 of lewd and lascivious acts with a child under the age of 14. He was released from prison in 2009 and currently resides in Newark, California.
