Parliament does not propose a bill to completely abolish manual scavenging

No bill has been introduced for full mechanization of sewer cleaning and abolition of manual scavenging, the Ministry of Social Justice and Empowerment said on Tuesday.

Responding to a question in the Lok Sabha, Minister of State for Social Justice and Empowerment Ramdas Athawale said there is a proposal to amend the Prohibition of Employment of Manual Scavengers and their Rehabilitation (Prohibition of Employment of Manual Scavengers and their Rehabilitation) Act, 2013, with a view to formalising the institutional set-up for safe cleaning practices.

In view of the National Action for Mechanised Sanitation Ecosystem (NAMASTE), jointly drafted by the Ministry of Housing and Urban Affairs and the Ministry of Social Justice and Empowerment, it was decided not to amend the law, he said.

In response to a question whether a bill is pending before the ministry for full mechanization of sewer cleaning and abolition of manual clearing, the minister said: “At the moment, no bill has been submitted for full mechanization of sewer cleaning and abolition of manual clearing.”
