New rainwater harvesting rules for all plot owners in Rajasthan

Rajasthan State Industrial Development & Investment Corporation (RIICO) has issued a circular stating that all plot tenants with an area of ​​500 square meters and above must construct Rainwater Harvesting Structures (RWHS) in their buildings to conserve water and increase the groundwater level. .

According to data from the Rajasthan government, the state, one of the driest regions in the country, has always faced water scarcity.

Annual rainfall varies on average from 100 mm to 800 mm, and groundwater is unavailable in many parts of the state, even for drinking.

RIICO, a government agency, promotes industrial development and investment in Rajasthan.

The agency recently pointed out that in case of delay in construction of RWHS, the tenant will have to pay penalty as prescribed by RIICO from time to time.

“All allotted plots are required to inform the concerned offices of RIICO in writing about the completion of RWHS,” the circular said.

If there is a delay in the delivery of RWHS after the use date (to be determined), a fixed penalty will be charged.

The fine amount varies by lot size. For plot size above 500 to 2,000 sq ft, a fine of Rs 25,000 per year will be imposed. And for a plot of more than 2,000 sq ft, Rs 50,000 will have to be paid annually, a RIICO official said.

Trade bodies have welcomed the circular as they say the state is witnessing a sharp decline in groundwater levels and these steps will certainly help in water conservation.

“It is a welcome step and I believe other government departments should also come up with similar measures,” said Kamal Kandoi, who is associated with a local trade association.

Rajasthan Police Housing and Construction Corporation Limited (RPH&CCL) is another department that has decided to implement rainwater harvesting in all its ongoing constructions.

“Steps have been taken to capture the water falling on roofs and areas around buildings and use it to recharge existing springs and aquifers,” an official said.

Tree plantation is another area that the state government is focusing on.
