In a video obtained by The sunthe former Love Island winner can apparently use an air canister to fill the balloons for his friends.
According to the publication, a fellow partygoer claimed the gas was nitrous oxide.
The class C drug, also known as nitrous oxide, was reclassified in November last year and serious users could face up to two years in prison, while dealers could face up to 14 years in prison.
Taking too much nitrous oxide can cause users to lose consciousness and suffocate from lack of oxygen.

Reality star Davide was out with friends this weekend and was filmed filling the balloons in the early hours of Saturday morning.
It is said to have taken place after the Solaris of the Sun at the Firefly club.
Although Davide appears to use the pump to fill the balloons in the video, there is no suggestion that he used the gas himself.
MailOnline has contacted a representative for Davide for comment.
Davide and his fellow Love Island winner ex-girlfriend Ekin-Su Culculoglu revealed they had split in January this year.
Ekin-Su blamed a “rollercoaster of ups and downs” in their romance and her announcement came just hours after reports emerged claiming she was suspicious of Davide’s friendship with an OnlyFans model.
The former couple first split in June last year but reconciled just two months later and enjoyed a romantic getaway to Turkey, where Ekin-Su’s parents are from.
Still, the pair went their separate ways for good in January, with Ekin-Su confirming: ‘The past 18 months have been a rollercoaster of ups and downs, just like any relationship. Davide and I both wanted to work on this because we cared a lot about each other.’

Davide was seen ‘sniffing suspicious white powder’ as he partied during a holiday to Ibiza last summer.
The television personality jetted off to the Spanish island with a group of friends last July following his shock first split from Ekin-Su – 11 months after they won Love Island.
In a video obtained by The sun at the time he was seen pouring the substance from a bag onto the back of his hand before inhaling it.
An onlooker told the publication: ‘Davide looked cunning as he took a puff of this powder from his hand.

‘He didn’t talk much and seemed very focused on this powder.
“He said he was ‘struggling’ with his breakup with Ekin-Su, but he didn’t seem too heartbroken or upset about it.
“He was more interested in partying.”
The images were allegedly taken in the Hï Ibiza nightclub in the Secret Garden district.
