The disgraced police officer who kidnapped his son after allegedly shooting his ex-wife and his teenage girlfriend working as a substitute teacher and wrestling coach in the school district for two years.

Elias Huizar, 39, was found dead in his car Tuesday afternoon around 3 p.m. local time from a self-inflicted gunshot wound to the head, according to West Richland police.

According to Washington State Police, Huizar killed his ex-wife Amber Rodriguez at William Wiley Elementary School during dismissal on Monday afternoon.

Police searching for Huizar found a second victim, his girlfriend Angelica “Jelly” Santos, dead in his home, which is on the same block as the West Richland school. Late Monday night, first-degree murder charges were filed against him, as well as a charge of aggravated domestic violence and firearms enhancement.

Rodriguez was listed as a paraeducator at William Wiley Elementary, where the couple’s 9-year-old son said Huizar shot his mother several times.

The school system claims they had no knowledge of Huizar’s previous misdeeds and that he was removed from their replacement portal after he was accused of raping his underage girlfriend and her 16-year-old girlfriend.

The Yakima Police Department said in a Facebook post Tuesday that Huizar left the department in 2021 “after being disciplined.” It did not provide any other information.

“The tragedies we are hearing about in West Richland are heartbreaking. Words cannot express the deep sympathy we feel for all those affected by these terrible acts of violence,” said Chief Constable Matthew Murray.

‘We remain prepared to help in any way we can.’

The Richland School District said it terminated Huizar’s employment after his arrest in February.

It said it received recommendations from the Yakima School District before hiring him in 2022 and that he passed background checks.

He began the application process in November 2021, months after leaving the police department.

The school district said they received a reference for Huizar in January and February from the principal and vice principal of Franklin Middle School in Yakima, where he worked as a school resource officer.

The principal told the school district he was a “very good” candidate, while the assistant principal said he was “excellent.” It is unclear whether the school contacted Yakima police.

Huizar underwent an application for an “emergency replacement certificate” in February 2022, during which he was asked if he had ever resigned or left a job due to allegations or pending allegations of misconduct.

He was also asked if he had been the subject of an investigation or investigation by an employer. He answered ‘no’ to both questions.

The former officer also completed an eight-hour training course, took a drug test and was fingerprinted to conduct a background check with the state police and the FBI, with all checks coming back clear.

Soon after, they received a “sexual misconduct release” from the Yakima School District, which checked a box stating he had no sexual misconduct material or allegations.

He was issued a notice of termination with reasonable security of employment on February 9, 2022, two days after his replacement certificate was approved.

Huizar began substitute teaching for the district just nine days later, on Feb. 18.

He was brought back for the full following school year and was recertified on March 26, 2023.

The last time he replaced the school district was June 14, 2023.

On February 14, 2024, after learning of Huizar’s arrest for raping an underage girl, he was removed from the school’s substitute and volunteer portals and banned from all district buildings.

He also spent time as a volunteer wrestling coach, according to the newspaper Tri City Herald.

“We are extremely disheartened that information regarding Mr. Huizar’s past was not disclosed to us through the various processes we have established to vet RSD candidates for employment,” the school district said in a statement.

‘It is expected that individuals applying to RSD will be candid and honest in their applications.

“No prior investigations or allegations showed up in Mr. Huizar’s background checks before he was hired, and nothing was disclosed by Mr. Huizar. We take the hiring process very seriously and are proud of the quality and character of our employees.’
