The man made a point of the parking passes the NYPD gave law enforcement agencies so they could park without having to drive in circles, TMZ reported.
According to their sources, the man initiated the confrontation with the Secret Service agent without realizing he was an agent.
During the altercation, the man ripped the license plate off a Secret Service vehicle, prompting police to be called.
An eyewitness said Emhoff and a friend were inside during the altercation, but were quickly taken outside and put into an SUV before it drove away.
