ITI scores improve at latest assessment; 8.9% receive a grade of 8

In an assessment by the Ministry of Skills Development and Entrepreneurship, Industrial Training Institutes (ITIs) have shown an improvement in their performance, which could herald better employment prospects.

Of the approximately 15,000 ITIs assessed this year, 18.9 percent scored above an 8 on a scale of 0 to 10. Last year, when the new annual, data-driven assessment methodology was launched, that figure was 12.4 percent.

The Government ITI for Girls, Nellore (Andhra Pradesh), and the Government Industrial Training Institute, Barbil (Odisha), have secured the highest score, with a 9.6, according to the latest round of assessments prepared for the academic year 2024-25.

This follows the announcement in the FY2025 budget of a plan to provide training to two million young people over the next five years, with 1,000 ITIs being upgraded into results-driven hub-and-spoke arrangements.

According to a notification from the ministry, 14,999 ITIs, both private and government, were assessed across the country, compared to 14,951 last year. There was no assessment for 122 ITIs due to lack of data as they were new.

Of the top 25 ITIs, Uttar Pradesh (15) has the highest number, followed by Odisha (4), Haryana (3), Andhra Pradesh (2) and Telangana (1).

A total of 142 ITIs received a grade of 9 or higher for the 2024-2025 school year.

The data shows that nearly 12,700 ITIs will have achieved a rating of 4 or higher by 2024-25, allowing them to offer new courses such as 3D printing, internet of things, and drone and solar technician courses.

For comparison, in the first edition of the annual rating system, published in April last year, 11,900 of the 14,951 ITIs received a rating of 4 or higher.

Sumit Kumar, Chief Strategy Officer, TeamLease Degree Apprenticeship, said assessment would make ITIs competitive and help them achieve excellence by improving curriculum, infrastructure and trainers.

“ITIs are the backbone for talent in the working class category. To meet the demands of the industry and global standards, such an assessment system will facilitate the entire ecosystem more, given the focus they get from the government,” he added.

This new assessment method comprises eight parameters/items of information on the National Council for Vocational Training (NCVT) portal and assigns a value of 0-10. Of the eight, admission (30 percent) and pass marks (30 percent) have the highest weightage for the current academic year, followed by computer-based examination (10 percent) and average marks obtained (10 percent).

The previous methodology involved field visits and data validation on certain parameters. Phase 1, initiated in 2017, consisted of 43 parameters grouped into 10 broad categories. Phase 2, launched in 2019, consisted of 27 parameters, classified into five categories. The rating thus obtained ranged from 0 to 5 and was valid until 2022-23.

The notification states that teacher availability will be one of the parameters for generating assessment scores in the coming years.

Also, the “Star Rating” will be given to ITIs with a rating of 9.5 or higher, based on the availability of their placement data, including apprenticeships.
