How to get the Quetzalcoatl Claw in FF7 Rebirth
One of the first side missions you’ll be tasked with Final Fantasy 7 Rebirth is “Where the wind blows”, in which you have to assemble a missing part needed to repair a windmill. You will need to find a specific transmuter chip to build the part and then a specific enemy, the Quetzalcoatlto obtain the materials for the part.

How to get the Quetzalcoatl Claw in FF7 Rebirth
The Quetzalcoatl Talon comes, as mentioned, from the Quetzalcoatl. The Quetzalcoatl is a Classified information combat encounter, which means you have to find some life sources in the Grasslands area before it appears.
Yes you to have to scan the sources of life. If you just go to the area where the Quetzalcoatl appears, the prompt to fight it won’t appear at all.
If you have already unlocked the transmuter chip to make As for the windmill part, you should have already scanned two life sources, so you only need to scan two more to make the Quetzalcoatl appear.
You can find four life sources around the Grasslands, as shown below:

Once you have scanned the four life sources, the Quetzalcoatl Classified Intel will appear on your map in the location below:
Just go there, listen to the dialogue, hold Triangle and put that bird-dragon thing in the ground. It’s not a particularly hard fight, but if you’re having trouble, exploit his weakness by using ice-type attacks and materials, and lean on Barret’s ranged moves in a pinch.
After you defeat him, he will drop the Quetzalcoatl Claw, allowing you to craft the necessary part to repair the windmill.
