A former Virginia police officer and self-described “amateur boxer” punched a mentally ill patient in the face, but a judge dropped charges against the attacker.

Shocking video shows the moment Jemarr Mosley, 25, punched the Virginia Beach General Hospital resident three times in the face as the victim fell to the ground.

Mosley, along with a number of other officers, monitored a group of patients in a day room at the facility on February 9.

One patient was a ‘known spitter’. It is believed he approached Mosley and another officer before spitting at them.

The video revealed the disturbing aftermath of the abuse: three other officers had to lift Mosley away from the patient who was knocked completely to the ground.

Another patient was involved in the attack and an officer immediately came to their aid, dragging them away from the violence and escorting the distressed bystander out of the room.

The victim remained limp on the ground while an officer crouched down to investigate.

The former Virginia Beach officer did not deny his attack, admitting on bodycam footage after the attack, “He didn’t actually punch me in the face, but the fact that he spit, that’s what I responded to.”

“I hit him in the face with my right hand and dropped his ass.

“Then I kept beating him down. I don’t know how many hits I gave him. That’s his blood on the ground.’

Mosley opted for a court trial and Judge James Lewis said he was deeply disturbed by the video and would not tolerate what happened - but did not proceed with the charges.

Despite video evidence of the aggressive outbreak and a confession from Mosley himself, the judge overseeing the case dropped the charges against him.

Mosley opted for a court trial and Judge James Lewis said he was deeply disturbed by the video and will not tolerate what happened, but did not pursue the charges.

“This is not what Class 1 felonies are made of,” Lewis said.
