A pedophile agreed to be physically castrated after raping a 14-year-old girl and making her pregnant.

Glen Sullivan Sr., 54, of Springfield, Louisiana, pleaded guilty April 17 to four counts of second-degree rape and was sentenced to 50 years in prison by Judge William Dykes.

The Livingston Parish Sheriff’s Office launched an investigation into Sullivan in July 2022 after the teen told detectives he raped her “multiple times.”

It was later discovered that the girl became pregnant, and a DNA test proved that Sullivan was the father.

In 2008, a Louisiana state law was passed stating that if a man was convicted of certain rape crimes, he could be sentenced to chemical or physical castration.

“I felt this case was strong enough to warrant such action,” Assistant District Attorney Brad Cascio said WBRZ.

Physical castration, the surgical removal of testicles, can only be ordered with the suspect’s consent. Cascio said Sullivan’s decision was part of a settlement.

The investigation further revealed that Sullivan had “groomed” the young girl and “used threats of violence against her and her family” to keep them quiet, according to 21st District Attorney Scott Perrilloux.

Chemical castration occurs when a male suspect is given a drug called medroxyprogesterone acetate, which reduces sex drive and suppresses testosterone production.

According to the newspaper, physical castration also reduces testosterone production in a man National Library of Medicine.

“I want to say that three people have been ordered to be chemically castrated, but to my knowledge this is the first physical castration that has been ordered,” Cascio said.

The Department of Corrections is generally responsible for the procedure, though a spokesperson for the Louisiana DOC said WBRZ This physical castration is ‘very rare’.

“It has to be done no later than a week before his release so they can do it immediately or wait,” Cascio added.

This means that Sullivan may not be castrated until a week before the end of his sentence, when he will be more than 100 years old.

“Sex crimes against youth are the most vicious crimes we prosecute,” Cascio said.

“I intend to use every tool the Legislature chooses to give us, including physical castration, to seek justice for the children in our community.”

Sullivan's castration must take place

Sullivan’s castration must take place “no later than one week before his release.” Cascio said the DOC could do it immediately or wait, if Sullivan is more than 100 years old

“Many cases like this go unreported out of fear,” Perrilloux said.

‘The strength it must have taken for this young woman to tell the truth despite threats and adversity is truly incredible.’

Cascio said the girl was going to raise the child, who is “alive and healthy.”

On Tuesday, the state introduced a bill to allow convicted sex offenders who have committed a crime against a victim under the age of 13 to be surgically castrated.

The bill, introduced by Baton Rouge Democratic Sen. Regina Barrow, would impose surgical castration on offenders who have committed a serious sex offense, according to WVUE.

Currently, the bill allows judges to order chemical castrations for some sex offenders.

“It’s something that I know the impact it has on an individual when this crime is committed,” Barrow said.

“My hope lies in the trial as individuals, when they give their testimony, that the judge is able to see through the aspects of the case and perhaps not sentence that person to actual surgical castration,” she added.

The Senate approved the bill by a vote of 29 to 9 and it has been forwarded to the House of Representatives.
