The pair turned themselves in at a police station in New York City on Saturday evening, along with their parents.
The teens are charged with second-degree assault after the attack on Paterson, 70, and Sliwa, 20, while walking the family dog on Manhattan’s Upper East Side on Friday evening.
Earlier on Saturday, clear footage was released showing a gang of youths prowling the streets of the Upper East Side on Friday evening, moments before the attack took place.
Patterson and Sliwa were near Second Avenue around 8:30 p.m. when they were attacked by the group.

Among the criminals was a girl seen on video wearing purple braids. Along with the images, the NYD released photos of the suspects believed to be responsible for the attack.
Sliwa suffered minor injuries after he was attacked by the four men and a woman, police said on Saturday.
The former governor, a Democrat, and Sliwa were both treated at a nearby hospital for minor facial injuries and released early Saturday, New York police said.
Paterson, who is legally blind, also suffered minor injuries to his body.
In a statement, police labeled the attack a “gang attack” and sought help from the public to find out more.
Paterson served as governor from 2008 to 2010, taking the position after Governor Eliot Spitzer resigned following a prostitution scandal. Paterson was the state’s first black governor.
At a news conference Saturday near the scene of the attack on Second Avenue, Paterson said he and his stepson were walking the dog when they first encountered some of the attackers.

He told them he would call the police if they did not stop climbing a building’s fire escape.
Later, Paterson said, he and his stepson, the son of Guardian Angels founder Curtis Sliwa, went for a second walk and encountered the group again near East 97th Street around 8:30 p.m.
They got into a fight with the gang before two of them attacked the couple.
“He stopped as many other people as he could, but then it became four on one, five on one, six on one, and he was knocked to the ground and numbed by the experience,” Paterson said. said.
‘I got hit in the face a few times. I got a slap on the shoulder.’
Paterson said his stepson fought off several attackers but ultimately suffered a cut to the face that required several stitches.
“When they insulted him and then started fighting him, he didn’t back down. And I think that took a lot of courage, a lot of courage,” Paterson said.

Sean Darcy, a spokesman for Paterson, said in a statement that Paterson and Sliwa were able to fend off their attackers.
Paterson and his wife, Mary, “are grateful for the quick response time from law enforcement and the outpouring of support they have received from people across all spectrums,” Darcy said.
Paterson said neither he nor his stepson knew the attackers and do not think the attack was based on Paterson’s history in politics.
“This is yet another attack ravaging the Upper East Side, which used to be a very safe place to live. It doesn’t matter who you are or where you come from and unfortunately the governor and my son have been victims of this,” said Anthony’s father, Curtis Sliwa.
‘There are no rules anymore; everyone, even if you are older, is susceptible to seizures.”

Sliwa, founder of the anti-crime group The Guardian Angels, has offered to help find the attackers, but he believes soft-spoken Manhattan District Attorney Alvin Bragg would release them on bail even if they are caught.
“I know what’s going to happen – when and if they are arrested, Bragg will let them go like they always do and they will have the freedom to do it again and again,” Sliwa said, noting that he is seeking another run for office the mayoralty plans.
“That’s why I’m on the run,” Sliwas said to the New York Post. ‘I am the only public policy man who is running for office. Everyone else does their utmost to help criminals.’
Crime data in New York City shows that attacks are up 5 percent compared to this time last year and a whopping 40 percent compared to 2019.
