Feces-stained walls, five feet mounds of trash and bugs everywhere: Inside Milwaukee’s ‘house of horrors’ cops claim is the ‘worst they’ve EVER seen’ where hoarder mom and boyfriend kept boys, 7 and 9, before they escaped naked and bloodied

According to a police report, two boys, ages seven and nine, were locked in a windowless bedroom and covered in feces by their mother and her boyfriend.

Katie Koch, 34, and her boyfriend, Joel Manke, 38, were both arrested after the boys, aged seven and nine, smashed a window at their home on July 13 and escaped naked and disheveled.

From a police report seen by The messengerOfficers explained that the inside of the house was ‘the worst they have ever seen’, with prosecutors previously saying the property was a ‘house of horrors’.

According to the 72-page report, officers entered the home and found a horrible odor, piles of trash and insects crawling around.

Officers also noticed that in the bedroom where the boys were kept, there was feces on the floor and “all over the walls” and boarded up windows.

The report also details how police believe the two spent much of their time in their bedroom, which had boarded-up windows and a latch on the outside of the door.

Officers said: ‘There was what appeared to be faeces on the floor and all over the walls. I went into the living room and saw a terrible hoarding situation: it was hard to see the floor.

“The odor of urine and feces tainted the air in the home,” the officer added.

According to the report, officers noticed a “pile of trash and trash” next to their bedroom door.

The officer recalled: “The door was half open and the stench of urine and feces seemed to get worse as I approached the nursery,” the officer recalled.”

While most of the house was left in a state of disrepair and squalor, officers said a basement used by Manke as a man cave was better maintained.

“(It was) treated with more respect and cleanliness compared to the living conditions of the children in their bedroom,” one officer wrote.

The police report also included a summary of a phone call Manke made to his parents in jail, with his mother reportedly telling him she was “in shock” after walking into the house that evening.

Photos taken of the property after their arrest show the children’s boarded-up windows can still be seen, draped with feces-covered curtains featuring the popular children’s entertainment Paw Patrol.

One witness said the little boys were behaving “cavemen who had never seen the sun” as they wandered the streets.

Investigators said the boys had lived in squalor for years because they were not toilet trained and had not had a haircut or seen a doctor since 2019.

During a police interview, Manke said he knew the living conditions were not good for the children, but that he had to “fight” with Koch to avoid a fight.

Koch was filmed at a subsequent court hearing being upset as a prosecutor outlined the abuse and neglect she allegedly accused her children of.

Police responding to a 911 call from residents in the lakeside town in eastern Wisconsin said the house was so full of belongings that the floor was not visible, describing it as a “terrible hoarding situation.”

Neighbors first saw her children, whose hair was matted with feces, peering through a shattered window on July 13.

They said the boys climbed through the window onto an air conditioning unit before jumping into the garden and walking down the street stark naked.

One street resident, Christine Eder, said the children looked as if “they had never been outside before.”

‘They just walked differently. Their hair looked as if it had never been brushed or cut. They didn’t know the outside existed,” Eder said.

Earlier this year, the couple appeared in court, with Koch granted a $30,000 cash bail, which officials say he is unable to pay. Manke’s cash bail was set at $6,500 and it is unclear whether he posted it.

If convicted of all charges, each faces prison terms of up to 43 years and fines of up to $120,000.

Koch could be sentenced to an additional $20,000 in fines and 18 months in prison for the two crimes.

Manke and Koch are scheduled to appear in court at the end of November and have pleaded not guilty.
