Police spokesman Heiner van der Werp told Bild that the incident was a ‘family story’.
The police presence continued throughout the night and into the morning, with officers surrounded at Rotenburg train station and houses.
Then, at dawn, police said the suspect surrendered himself.
The perpetrator is said to have been a Bundeswehr soldier and has since been arrested.
Ammunition and explosives were found in the soldier’s car, after which police began a search of the von Düring barracks in Rotenburg.
Shots were also fired today in the community of Bothel in Lower Saxony, reportedly by an active Bundeswehr soldier.
There was a heavy police presence at both locations, the family home in Scheeßel and the other scene in Bothel.
“A motive in the family sphere cannot be ruled out,” the police press release said.
