An e-scooter driver hurtling down a suburban street has crashed into a car and the painful moment was captured on camera.

Footage shows the young man driving at dramatic speed through Goulburn, New South Wales before a white car pulls into his path.

The rider, who was not wearing a helmet, was unable to slow down or turn and slammed into the vehicle.

He is immediately launched over his steering wheel before flying over the car and landing on the tarmac with a thud.

Personal e-scooters remain illegal in public in NSW whether ridden on roads, footpaths, shared paths or cycleways.

However, rental scooters can be found all over the state, but have strict built-in speed limits and only operate in certain areas, such as pedestrian paths and designated low-speed roads.

NSW enforces a $362 fine for not wearing a helmet on an e-scooter and riders can also be fined $120 for exceeding the 50km speed limit.
