DAVID MARCUS: Our declining president and Hunter parade around on their corrupt family vacation

Renowned artist, international playboy, villain and presidential scion, Hunter Biden prances around the Emerald Isle with his dear old father, all the while under investigation by the Justice Department and Congress.

Must be fun. But at home, Americans have a few questions.

In fact, millions of years have waited to resolve the myriad investigations and scandals that have swarmed around the president’s tormented second son. And instead they get a slap in the face with this?

The Biden family’s European vacation.

We haven’t had a disaster like this since the Griswolds.

And it’s shameless.

It might be one thing if the recovering crack addict of filthy laptop fame had just been quietly tucked away in the back of Air Force One, inconspicuous while visiting Joe’s distant cousins. But no. He openly helps his father at official events.

Hunter is currently under federal investigation for non-payment of taxes related to his shady international business dealings. He is also under investigation by House Republicans for allegedly using his famous father’s political power to help sell him access to the highest levels of the US government.

In 2013, Hunter joined Air Force Two with then-Vice President Joe Biden on an official visit to Beijing. We didn’t know at the time, but Hunter actually used the trip to court Chinese investors, who ended up paying him to help advance their interests in the West.

Ye Jianming, the former chairman of Chinese energy conglomerate CEFC, once gave Hunter Biden a 3-carat diamond estimated to be worth $80,000.

Last month, House Republicans revealed that another company linked to CEFC transferred $3 million to a Hunter business partner. And according to investigators, that money was then distributed to members of the Biden family, including Joe’s daughter-in-law Hallie and his brother James.

What was Hunter paid for? That is still unclear. But I bet it wasn’t for nothing.

And of course it wasn’t just China that paid Hunter.

A Ukrainian energy company Burisma reportedly gave Hunter $1 million a year while his father was vice president. And Joe reportedly met with at least 14 of Hunter’s business associates while in the Obama White House.

And even more on the nose, Hunter’s business partner of a now-defunct investment firm once suggested how they could get into an Irish government pension fund by meeting the US ambassador to Ireland at a St. Patricks Day party in Washington DC .

This all feels like nothing short of blatant abuse by Hunter of his familial connection to the US President’s office.

Look, we all accept and understand that Joe loves his son. And every father recognizes all too well the desire to forgive and forget your child’s misdeeds. But to publicly flaunt Hunter — who has violated decency, possibly the law, and most importantly, possibly implicated the president — is an outright insult.

Joe is driven by contempt for the American people or stupidity. And it could be the latter.

In a particularly bizarre moment during this increasingly futile tour, Joe and Hunter were meeting locals in Belfast when a young Irish boy, clearly using a regional expression, asked Joe for his advice on the ‘top step’ to success.

Nevertheless, our commander-in-chief could not cope with the demand. So Hunter explained to his father that the boy was asking about “keys to success.”

No doubt a softball question. But it confused Joe.

He started a long story about the late segregationist Senator Jesse Helms, forgetting which “Carolina” Helms represented, only to have Hunter saunter back upstairs and whisper “North.”

This awkward moment grew worse until Hunter intervened again to propel the old man, “You should do the rope line, Dad.”

Believe it (which I’m sure you do) or not, that wasn’t the least bit.

Biden was caught on video except pushing his British counterpart, Prime Minister Rishi Sunak, aside to greet a female American diplomat. And in another insult to the British people, he took a selfie with accused IRA terrorist, Gerry Adams.

No wonder the British press is taking a stand against what they believe is the president’s hostility towards the UK. (Maybe the White House should focus on fixing that instead of the Biden brood posing in quaint pubs.)

And to round off the debacle, Biden confused Ireland’s “All Blacks” rugby team with the infamous British “Black and Tans” military unit that fought against the Irish Republican Army.

The lights are on. But no one is home. It’s all so upsetting and especially since Joe is doing it with Hunter in tow.

What an absolute mockery!

Besides, how is this not interference in Hunter’s investigations being set up by Joe’s own DOJ? Are they really going to throw the book at the boss’s prodigal son?

This was supposed to be an official state visit to Ireland to represent the interests of the American people, and it turned out to be a public relations tour. Restoring Hunter’s image has been a permanent side project for this White House, which at the same time refuses to answer questions about its bevy of scandals.

Federal tax investigations? Joe says nothing. House research into influence? Zilch. Is Joe “the big guy” who gets a 10 percent bribe from his son? You don’t get to know it. Just shut up.

What business of the American people is actually served by letting Hunter go on a trip with Joe, all dressed up in his suit and tie, without smoking crack or impregnating strippers? Does it benefit anyone other than Hunter?

Americans need to know and believe that no one is above the law. Joe and Hunter’s excellent Irish adventure sends the exact opposite message.

Perhaps that’s what this trip to Biden’s ancestral homeland is all about. God knows we haven’t heard a word of policy or seen a hint of diplomacy, those are the sort of Irish jokes Joe has no talent for.

Fortunately, now that Republicans are in charge of the House, we can finally get a thorough investigation — one with teeth, even if Attorney General Merrick Garland’s Justice Department continues to drag on.

Here’s the deal, folks, when Joe Biden starts answering serious questions about his son, when he shoots the issue from the shoulder, then he can parade him around like a prop.

Until then, if it ever comes, leave Hunter in Delaware with the Corvette, Joe. No one believes any of this – and we’re tired of being offended.
