A Chicago alderman wants to fine parents of children who he says are “getting out of control and causing 90 percent” of the city’s problems, up to $5,000.

Councilman Ray Lopez, a Democrat, is proposing the new punishment, which would come with “certified family therapy.”

“We have kids who are out of control and who cause 90 percent of the problems, especially when it comes to street takeovers, drag racing and all other illegal activities,” Lopez said.

Video emerged of an incident last weekend when a flash mob that was part of a takeover sat on top of the Tesla and repeatedly banged on it during a drag race. Lopez directly cited the incident in his proposal.

According to city statistics, crime in Chicago has increased 25 percent year-over-year.

Lopez wants the fines and guidance to apply to guardians who “intentionally and/or knowingly allow a minor under their care to engage in a multitude of violations that wreak havoc on the quality of life in the neighborhoods of Chicago. These crimes range from cheating, drinking and cannabis use by minors and in public, curfew violations and ‘climbing’ into cars to street takeovers and drag racing.’

He told the Sun Times that they ‘will be held responsible and liable for the activities of said minor, as if they had committed the acts themselves’.

In the incident last weekend, the Tesla driver – with his rear window smashed – accelerates and appears to hit someone with his car, while crowds of people smash the car’s windows and side mirrors.

It is unclear why specifically the car was attacked, but car demonstrations were underway at the time of the incident.

Chicago police officers were on the scene, along with groups of looters and onlookers. But police in the video did little to stop the Tesla attackers or disperse the crowd.

“Hundreds of children took over an intersection and started jumping on passersby in an attempt to escape the madness,” Lopez said. “These teenagers jumped on buses. They jumped on cars – not just downtown, but also in the neighborhoods. And we have no real story.”

His proposed ordinance would also place paintball guns on a list of firearms that should not be given to minors.

“The goal is not just to fine parents,” Lopez said. ‘It is intended to change behavior and help parents so they can raise better children.’

The Tesla continues to try to flee the scene as it brushes against other cars in the underground roadway, leaving its side mirror hanging by a thread.

“The driver is now being attacked by the people,” a nearby police scanner said in one of the videos.

One person recording from the outside of the car points the camera at the driver, revealing a person wearing a black beanie behind the wheel.

Someone else sits in the passenger seat as the driver, phone in one hand, reverses the white Tesla before plowing through cars traveling in the opposite direction.

The car appears to break away and drive away after the confrontation.

DailyMail.com contacted Chicago police, but officials did not respond to this report in time to provide details about the incident or whether any arrests had been made.

Those involved in the angry encounter wore dark clothing and masks covering their faces.

The Tesla driver and passenger have also not been identified.

It was developed in 1975 and was intended to provide parking for garbage trucks, as well as a place for city storage and waste.
