Premier League clubs’ attempts to meet spending rules this summer by selling players could be thwarted by international managers’ refusal to grant their squad members access to the European Championship.

Chelsea, Newcastle, Nottingham Forest and Leicester all face the prospect of having to sell players before June 30 to avoid being accused of breaching the Profit and Sustainability Rules (PSR), which would almost certainly result in they would get points next season.

Conor Gallagher is the England star most likely to be affected as the Chelsea midfielder enters the final 12 months of his contract this summer. Chelsea are considering selling him before the end of June to give themselves PSR leeway, although that may not be easy.

FA sources told Mail Sport that it is unlikely that agents will be allowed to meet their players to discuss transfers during the European Championship, not least because England’s last 16 matches in Germany will take place on June 29 or 30, which for clubs struggling with PSR looms as a second transfer deadline day.

As well as Gallagher, several other England players in Gareth Southgate’s squad for this week’s friendlies against Brazil and Belgium are also likely to be the subject of transfer sagas this summer, most notably Harry Maguire, Ivan Toney and Jarrad Branthwaite, although those deals won’t necessarily are necessary to do during the tournament.

Newcastle’s Dutch defender Sven Botman is considered a marketable asset and has a chance of being included in Ronald Koeman’s squad, while Leicester are under intense pressure to sell players as they face two PSR charges and have attracted interest in the Belgian international Wout Faes.

This is unlikely to affect Nottingham Forest as their most sought-after stars Morgan Gibbs-White and Brazilians Murillo and Danilo will not be at the European Championship.
