Can Vulpix be shiny in Pokémon Go?

Vulpix and Ninetales were both eligible for glossy as part of a Fall themed event in October 2020. Note that this version of Vulpix is not to be confused with its icy Alolan counterpart, which is also available glossy but separately.
What is the shiny speed for Vulpix in Pokémon Go?
According to old research from the now-defunct website The Silph Road (via Wayback machine), the shiny speed for Pokémon is about one in 500 on a typical day. Vulpix is not a confirmed Pokémon that gets a “permaboost” (meaning it’s a rare spawn and thus gains an increased shiny speed).
Alolan Vulpix may be permaboost, as Alolan variants of Pokémon typically are, but it wasn’t listed on the Silph Road glossy page, so we can’t confirm that with 100% certainty.
What can I do to attract more Shiny Pokémon?
Not much, unfortunately. It seems to be a coincidence. Shiny Pokémon catch rates are determined by developer Niantic and usually only increase during special events like Community Days or Safari Zones, or in Legendary Raids. There are no consumables that increase the speed of Shiny Pokémon.
