According to old research from the now-defunct website The Silph Road (via Wayback machine), the shiny speed for Pokémon is about one in 500 on a normal day. Binacle is not a Pokémon that gets a “permaboost” (meaning it is a rare spawn and thus gains an increased shiny speed).
What can I do to attract more Shiny Pokémon?
Not much, unfortunately. It seems to be a coincidence. Shiny Pokémon catch rates are determined by developer Niantic and usually only increase during special events like Community Days or Safari Zones, or in Legendary Raids. There are no consumables that increase the speed of Shiny Pokémon.
