Deputy Commissioner Smith said the Indian national was known to police, but only through Covid-19 lockdown compliance checks early in the pandemic.

He added that there was no criminal behavior related to those interactions, and that they were “benign” and at this stage not related to the current investigation.

“We will leave no stone unturned in establishing the intent of this individual,” Deputy Commissioner Smith said.

A critical incident team made up of officers from the State Crime Command Homicide Squad will now investigate the circumstances surrounding the incident, including the discharge of a police firearm.

That investigation will be subject to independent review.
