AAP misled, lied to people in matter of odd-even scheme: Delhi LG’s office
The Aam Admi Party (AAP) government in Delhi has misled and lied to the people in connection with the odd-even scheme to combat deteriorating air quality in the national capital, an official press release from the LG office said on Tuesday.
“The much talked about odd-even plan to combat air pollution after Diwali, announced by the AAP government yesterday, is nothing but an attempt to mislead people and courts and divert attention from the ongoing serious crisis in the capital, caused by air pollution. ” the statement said.
“It is clear from the record in this regard that the decision to implement the odd-even scheme as part of measures under GRAP-IV has not been approved by Minister (Environment) Gopal Rai,” it added.
Subsequently, CM Arvind Kejriwal’s office conveyed its approval to defer a decision on odd-even vehicle plying as suggested by Gopal Rai as the CM was out of town. Elaborating on the odd-even scheme, the statement said the file in paragraph 158.2 proposed discontinuation of physical classes for all classes up to Class percent strength.
“All colleges/educational institutions and non-urgent commercial activities should be closed and vehicles should ply on odd-even basis of registration numbers,” it added. Gopal Rai and the Chief Minister approved all the proposals except the one on odd-even running of vehicles, seeking a decision on implementation after advice from ‘experts’.
The file was then sent to the LG Secretariat for approval. The LG Secretariat has pointed out this deliberate misrepresentation in its letters to the CM office.
Meanwhile, Gopal Rai said, “The government has taken the decision to introduce the Odd-Even Vehicle Scheme and in that regard, we have seen a few observations in the media. Then we decided that after considering the Supreme Court’s order “We will make detailed plans, and then we will inform all of you. We will incorporate the Supreme Court’s orders into the detailed planning.”
“The government had taken the decision to implement it on November 13, but now after considering the Supreme Court order, we will announce the details tomorrow,” he added.
