The driver who killed one person and injured 13 others by plowing a stolen truck into a Texas government building has been named and pictured by police.

Clenard Parker, 42, used an 18-wheel vehicle to ram the Texas Department of Safety building in the rural town of Brenham, 75 miles west of Houston, Friday morning.

The branch issues driver’s licenses, and Parker’s application for a commercial permit had been rejected by officials the day before.

Sergeant Justin Ruiz said Parker, of Chappell Hill, was pulled from the truck by several officers and did not resist arrest, while police confirmed the crash was intentional.

Three people were taken to hospital with critical injuries and three others were taken from the scene in serious condition. One person has now died.

Of the injured, two people were flown to CHI St. Joseph’s Hospital in Bryan, one to Memorial Hermann in Houston and three people to Baylor Scott and White in Brenham, but have since been released.

Eight people were also treated at the scene. Parker refused treatment at the scene but did not resist arrest, authorities said.

Montgomery County Judge Mark Keough said the crash was intentional and that the suspect had been denied a commercial driver’s license the day before.

“Pray for our Texas DPS as they deal with a mass casualty incident in Brenham involving a serious car accident at their office. There is no word on injuries at this time,” he said on Facebook.

“Update: I have been informed and this incident was intentional and done by the suspect who was denied a CDL yesterday. He came back today with the intention of doing harm.”

Images of the crash showed the front of the 18-wheeler destroyed and covered in debris from the office’s front doors.

The big red tractor-trailer can be seen in the parking lot, next to the debris scattered out front, near a gaping hole near the entrance.

Officials said there have been reports of multiple serious injuries, but did not indicate how many people were affected or the extent of the injuries.

They also asked people to avoid the area to clear the way for responding medical personnel.

Senator Lois Kolkhorst labeled the crash an “intentional, heinous act” by the driver.

“Today a horrific tragedy occurred in my hometown of Brenham, where an individual driving a stolen 18-wheeler crashed through the local Department of Public Safety (DPS) office,” she wrote on X.

“I have been in contact with local officials, as well as the director of DPS and the lieutenant governor’s office.

“All resources are being deployed to assist our local first responders. DPS reports that no personnel suffered serious injuries; One employee had been stuck in the office for some time.

“According to police, this appears to be a deliberate, criminal act and the Texas Rangers will be leading the investigation.

“This deliberate, heinous act is a reminder of the dangerous work done by our law enforcement and licensing agencies who work to provide public safety and services.

“Please join me in praying for the innocent victims and their families at this time.”

Speaker of the Texas House of Representatives Dade Phelan said authorities were “monitoring a serious situation in Brenham involving a stolen commercial truck that intentionally injured innocent Texans.”

“Texas authorities are investigating and have advised people to avoid the area,” he added.

“Thank you to the brave law enforcement officers and first responders currently on the scene. Please keep the injured in your prayers today as they recover.”

The Brenham DPS office is a driver’s license issuing facility. The department said the Texas Rangers are investigating the incident.
