A fourth person has died after being pulled from the water at a beach on Phillip Island.

Three women and a man were unresponsive when they were rescued around 3.30pm on Wednesday near Forrest Caves, an unguarded beach in the south-east of the island.

Two women in their 20s and a man in his 40s were given CPR on the beach but were pronounced dead at the scene.

A third woman in her 20s was taken to Melbourne’s Alfred Hospital in a critical condition.

Police confirmed on Thursday that she died in hospital.

It is understood that all four victims came from the same family.

There were harrowing scenes on the beach as lifeguards pulled the bodies from the water.

Someone was heard shouting: ‘I told them not to go; I should have been there.”

Alex Tzatzimakis, who was on the beach, said the situation was “terrible.”

She said beachgoers were in tears as bystanders who heroically brought the four people back to shore performed CPR.

“The family was very upset,” Ms Tzatzimakis told 7News.

‘There turned out to be a group of ten people who came here to have a very nice day. Apparently it has become a tragedy.’
