An image posted to a local Facebook group Monday afternoon shows one of the dunes cordoned off by investigators with four mounted officers nearby.
The beach party was attended by a large group of people who were provided with alcohol to ring in the new year Herald Sun reports.
Locals told the publication that partygoers traveled from the city to the beach via the 200-metre-long Cunninghame Arm pedestrian bridge
The bridge is normally closed to prevent revelers from accessing the beach, but was unlocked on Sunday.
Anyone with information is urged to contact police. Those who attended the party were expected to be approached by detectives.
