According to the Waukesha County Sheriff's Department, authorities tried to stop the car because it was speeding and had no license plates visible.

Officers attempted to pull the car over near Prospect Avenue and I-94, but the driver refused to stop and he was pursued to Golf Road.
Authorities chased the vehicle before it crashed “completely on its own” three miles from the first stop.

Waukesha County Sheriff Eric Severson described the incident as “horrific” but “preventable.”
“We are not taking any action that would encourage anyone to run away from us,” he said.
“The fact that two children have lost their lives this morning as a result of very poor decision-making is deeply saddening for all of us.”
A warrant has been issued for the driver's arrest on a charge of being a felon in possession of a firearm, the sheriff added.
He will also likely face multiple charges for failing to stop at the traffic stop and the car crash.

Sheriff Severson said current information indicates his deputies did not violate any laws and “did their jobs well.”
“When law enforcement becomes involved in pursuits, it is because people choose to avoid us,” he added.
“We will not take any action that would encourage anyone to run away from us.”
