A Chicago man who allegedly exposed himself to neighbors for years has finally been charged by police.

Female residents of the apartment building across the street in the center have struggled for years to bring the problem to the attention of the police.

James Bakk, 70, was arrested by Chicago police and charged with two felony counts of public indecency.

The women, including condo owner Kaitlyn Brynarski, called Bakk’s behavior a “daily nightmare.”

“24/7 he is naked in his unit,” she told WGNTV. “For 10 to 15 minutes a day, he goes to the windows, exposes himself and touches himself.”

She described the position as so violating that she is considering selling her apartment, and has done so since she moved in two years ago.

A second, unidentified woman has kept a log over the past ten months showing that Bakk exposed herself a total of 68 times, sometimes more than once a day.

“I feel like it’s a form of sexual harassment,” the woman said in August.

Earlier this year, Bryniarski confronted Bakk in the lobby of his building and told him that what he’s doing is “not okay,” and that she’s had “enough!”

He responded at the time, “I understand,” but ultimately did not put an end to his bad behavior.

The women filed a police report, which revealed that the man once walked to the window naked and waved. They also said he had previously held up a sign that said “Come visit.”

When the women’s police filed a report, complaints to building management and to their city councilor all went nowhere, they finally turned to WGN to draw attention to the plight.

In August, the local newspaper broke the story and police later arrested Bakk.

Police had previously told the women that the man could not be charged with a crime because he was in his home.

Maggie Mendenhall Casey, who has prosecuted public indecency cases for the Cook County Prosecutor’s Office, said she disagreed with the police department’s position.

‘By law, a public place does not have to be outdoors. This could be at your home, if you are somewhere where others can reasonably be expected to see you,” she said.

In Illinois, she added, a person who can be charged with public indecency must be proven to have exposed themselves with the “intent to arouse.”

Casey said based on her review of the videos, Bakk’s cell phone videos for women, she would “move forward” if the “case was presented before me.”

Part of the arrest report states that police have a signed complaint stating that the man “was naked in his residence, looked in her direction and began masturbating.”

The accused perpetrator has not yet entered a plea and declined to comment when contacted by WGN outside the court.

When confronted by a WGN reporter in August, he acknowledged that his neighbors had asked him to stop exposing himself in a way that was clearly visible to residents across the street.

He said the women simply had to “lower the blinds.”
