Chinese Communist Party House Select Committee Chairman Mike Gallagher firmly believes the United States must step up its artificial intelligence (AI) race against China or the communist country will use the emerging technology for “dystopian” and malicious applications. – including genocide.

Gallagher, R-Wis., told DailyMail.com that there is a heated “AI race” with China going on and that his committee is poised to take a leading role in ensuring the US dominates.

The overarching goal is to give the American people confidence that “this technology will not be used for harm” and that the US government will maintain control while staying ahead of the Chinese.

We need a “unified framework for AI guardrails and AI ethics,” Gallagher told DailyMail.com during a phone call ahead of his committee hearing on China’s economic aggression Wednesday night.

I think it’s absolutely crucial that we don’t allow it [China] to win this race because they would use it for a techno-totalitarian, dystopian purpose and the free world should rule the rules of AI in the future.”

The chairman said it was important for the US to “get on the same page” with allies in the Indian Ocean – particularly the Japanese and the South Koreans. He also said that this also applies to non-formal allies such as Taiwan.

Showing a united front on AI will “make us stronger,” he continued, and also “more likely that China will not dominate this technology.”

He fears China is using other technology and “combining it with AI to commit a genocide” against millions of Uyghur Muslims, while also using it to control every aspect of their citizens’ lives.

Another key provision that Congress will examine is to ensure that US investors, such as Sequoia, cannot subsidize China’s AI champions, including Baidu.

Gallagher said talking to experts like Alex Wang, the CEO and founder of Scale AI, and Mike Brown, the former head of the Defense Innovation Unit, shows that the Pentagon’s AI guardrails are in pretty good shape.

If we can “improve” and expand the already existing AI guardrails at the Ministry of Defence, the rest of the government could take the same precautions.

“We’re looking into that now,” he continued, saying it could become “the standard” for commercial entities as well.

During a Senate hearing Tuesday, the founder of ChatGPT — an AI chatbot built on Open AI technology — urged Congress to start regulating the emerging technology.

ChatGPT’s Sam Altman warned lawmakers: “If this technology goes wrong, it could go very wrong.”

He urged Congress to create stricter regulations regarding AI – something the House China Committee is already looking at.

“We are exploring several ideas for a possible hearing or perhaps a different format for an activity that could further debate AI,” Gallagher added.

“I’m glad that Congress has started to oversee this and educate itself on AI.”

Gallagher noted that President Biden will be discussing AI at Japan’s ongoing G7 meetings with world leaders.

The president arrived in Hiroshima, Japan, on Thursday despite ongoing negotiations with Congress on how to avert the debt ceiling crisis.

Biden canceled the second leg of his Australia and Papua New Guinea trip to return home and resume negotiations.

A bipartisan group of parliamentarians led by Gallagher is heading to London on Thursday to meet with top British leaders to find ways both nations can work together to effectively counter China’s growing aggression on multiple fronts.

“Aggression from the Chinese Communist Party is global and the United States and the United Kingdom face common economic, military and ideological threats from the CCP,” Gallagher told DailyMail.com of the upcoming trip.

On Friday, the Chinese hawks will meet with the UK’s Deputy National Security Adviser Beth Sizeland and Secretary of State for Defense Ben Wallace.

Lawmakers will also attend the inaugural meeting of the “Reagan-Jackson Security Dialogue,” being held this weekend in Cambridge by the Ronald Reagan Institute and the London-based Henry Jackson Society.
