The van broke down shortly after police recorded the speed and spoke to the man.

The driver was found to only have a learner’s permit and his passenger also did not have a full driver’s license.

It is also alleged that he tested positive for drugs, although the identity of the drug in the system is still being analysed.

His ute will now be impounded for 28 days and the man has lost his learner’s license for 12 months.

The 20-year-old was charged with aggravated extreme speed, dangerous driving, breaching his learner’s permit, and driving an unregistered motor vehicle.
